+Packs/unpacks fixed-length tuple schemas.

+## Schema shape
+
+An array where each element is a distinct schema:
+
+```ts
+[255, "-16", true] // tuple of [uint8, variable-string, boolean]
+```
+
+## Behaviour
+
+- No length prefix is written (the schema itself defines the arity).
+- Each data element is packed/unpacked against the schema at the same index.
+- Arrays matching suaveplan homogeneous formats (`[schema]` or `[number, schema]`)
+  are delegated to `ArrayPackingStrategy`.
