Move docs/ package mirror into document-navigator plugin

Relocate the ~6k-file docs tree from the repo root into
plugins/document-navigator/docs/ so the plugin is self-contained and
portable. docs/superpowers/ (specs and plans) stays at the repo root.

Moved via cp+rm rather than git mv because directory rename() fails with
EPERM on this WSL /mnt DrvFs mount; git rename-detection pairs the
identical-content files at commit time.

# @suaveplan/javy-cli-linux-x64
Platform wrapper for **Javy v8.1.1** on `linux-x64`.
Downloads the Javy CLI binary from `github.com/bytecodealliance/javy/releases` at install time with SHA-256 checksum verification (`4bec224e1d51827808fd063541a2b4d94cf474744636b692be63e7a29bec83a6`), and exposes a `getJavyBinary(): string` helper returning the absolute path to the bundled binary.
Consumed exclusively by `@suaveplan/wasm-compiler-javy` through `optionalDependencies` — npm/bun skip installation of mismatched-platform wrappers so a single monorepo install stays cross-platform-safe.
Set `JAVY_SKIP_DOWNLOAD=1` to skip the download for offline CI sandboxes; you MUST seed `bin/javy` yourself in that mode.
