## Introduction and Background
The Network Library provides a hierarchical, resilient networking infrastructure. Two critical components are currently missing or incomplete:
1. **Relay Module**: Enables indirect communication between nodes that cannot directly connect
2. **Security Module**: Provides authentication, encryption, and access control
This implementation plan addresses these gaps with a particular focus on tier awareness and integration with the existing architecture.
## Current State Assessment
### Relay Module
**Current State**: Not implemented
- Only has types.ts with interfaces and an index.ts that exports them
- Missing core components like RelayConnectionManager, RelaySelector, etc.
### Security Module
**Current State**: Partially implemented
- Has types.ts with security interfaces and an index.ts
- Has a minimal SecurityPlugin implementation with placeholder methods
- Missing comprehensive security framework
## Relay Module Implementation
