+- [x] 1.3 Chose **Option A — fold**. OTel SDK bridge dropped as redundant.
+- [x] 1.4 Updated proposal's parity table with finalised verdicts.

+## Phase 2: Implementation (Option A — fold)

+- [x] 2.1 Added `src/prometheus/prometheus-exposition.{ts,md,test.ts}` and `src/grafana/dashboard-generator.{ts,md,test.ts}`.
