## Phase 1: Audit + decision
- [ ] 1.1 Diff upstream `network-quality` exports vs. shipped `network-plugin-monitor`.
- [ ] 1.2 Identify unique upstream capabilities.
- [ ] 1.3 Choose Option A (fold) or Option B (new plugin).
- [ ] 1.4 Update parity table.
## Phase 2A: Fold into monitor
- [ ] 2A.1 Add feature modules to `packages/network/network-plugin-monitor/src/` per upstream-unique caps.
- [ ] 2A.2 ≤300 LOC + sibling `.md` + tests per module.
## Phase 2B: Ship new plugin

## Phase 3: Cleanup
