1. Implementation

• 1.1 src/prefetch/prefetch-engine.ts — PrefetchEngine with pluggable PredictionModel.
• 1.2 Session-scoped fan-out via injected SessionScope provider.
• 1.3 Dedupe predictions against the local store + index to avoid redundant fetches.
• 1.4 Emit cd:prefetch-issued per dispatch.
• 1.5 Wire ContentDeliveryPlugin.prefetch getter.

2. Tests

• 2.1 src/prefetch/prefetch-engine.spec-conformance.test.ts — model invocation, scope filtering, dedupe, event emission.

3. Verify

• 3.1 bunx turbo lint typecheck test --filter=@suaveplan/network-plugin-content-delivery green.
• 3.2 bunx turbo test:coverage --filter=@suaveplan/network-plugin-content-delivery 100/100/100/100.
