2. Package scaffolding

• 2.1 Create packages/api/api-plugin-event-bus/ with package.json, vite.config.ts, vitest.config.ts, tsconfig.json, tsconfig.lib.json, README.md

• 7.7 No export * in feature barrels
• 7.8 No biome-ignore in src/
• 7.9 No retroactive tick — every box reflects work done in this change
