admin d3b9c29aef Merge sp-stack-composer: relocate docs + add sp-stack composer skill

- Relocate the package-docs mirror into plugins/document-navigator/docs/
  and point the sp skill at ${CLAUDE_PLUGIN_ROOT}/docs/.
- Add the sp-stack whole-app library composer skill + capability manifest.
- Narrow the sp skill description; normalize line endings to LF.
