Phase 1: Audit + decision

• 1.1 Diff upstream network-quality exports vs. shipped network-plugin-monitor.
• 1.2 Identify unique upstream capabilities.
• 1.3 Choose Option A (fold) or Option B (new plugin).
• 1.4 Update parity table.

Phase 2A: Fold into monitor

• 2A.1 Add feature modules to packages/network/network-plugin-monitor/src/ per upstream-unique caps.
• 2A.2 ≤300 LOC + sibling .md + tests per module.

Phase 2B: Ship new plugin

• 2B.1 Create packages/network/network-plugin-quality/.
• 2B.2 Port upstream-unique capabilities.

Phase 3: Cleanup

• 3.1 Remove @suaveplan/network-quality row from STATUS.md / SUMMARY.md.
• 3.2 Add to "Superseded upstream packages" table.
• 3.3 Run manifest regen.

Phase 4: Verification

• 4.1 bunx turbo lint typecheck test green.
• 4.2 100/100/100/100 coverage.
• 4.3 bun run docs:check green.

Pre-archive checklist

• Row 1 — Decision recorded.
• Row 2 — Implementation matches.
• Row 3 — Phase 4 green.
• Row 4 — STATUS.md updated.
• Row 5 — Folder archived.
